Please note this recent information from 8 May from the Construction Procurement section of the Office of Government Procurement: That update 2 to the Note on procurement and contractual matters associated with the Covid-19 Response Measures has just been published (8 May 2020) and will replace the note that was published on 14 April. 

The Office of Government Procurement has also published a separate form of letter agreement to be used for a Covid-19 Ex Gratia payment (for applicable period 2) by the Employer.
