Assistant Director DART Expansion

  • Assistant Director DART Expansion, Capital Investment Division.


  • Development and maintenance of the strategy for the allocated capital works programme delivery;
  • Management of multi annual work programmes in accordance with the relevant safety management system and project management methodologies;
  • To provide professional support in terms of management of fleet and infrastructure projects to Director Capital Investment;
  • Manage the safety, financial and professional performance of the DART Expansion unit. This will include the production of performance reports.

Key Qualities:


  • A proven record in project management delivery of multi-disciplinary projects;
  • Qualified to a minimum level of bachelor’s degree level in civil, construction / project management, engineering, business or related field;
  • Effective communication and presentation skills with ability to influence others.


  • Member of a relevant professional body or Master’s degree in a relevant discipline;
  • Good working knowledge of the rail, transport and construction environments.


  • Demonstrated experience in project management;

  • Lead the design and delivery of the allocated capital projects;
  • Ensure that all procedures and systems to manage multi annual work programmes deliver on budget cognisant of the commercial aspects involved for capital works expenditure;
  • Be responsible for the development and delivery of a detailed programme plan that meets the agreed specification of requirements, the sequencing of actions, expected milestones, timescales, budgets, resource requirements and risk management approach.
  • Assist in the continuous improvement of the Capital Investment Division’s management systems and processes;
  • Ensure that the allocated programme of work (capital expenditure programme) is line with the commercial aspects of each individual programme and in line with NTA / DoTTAS Project Management procedures;
  • Ensuring all expenditure is properly authorised in accordance with corporate policies and procedures and all costs are accurately and appropriately captured and recovered.


  • Ensure that all activities are compliant with the relevant safety management system and ensure that the requirements for the health, safety and welfare of all colleagues and customers are in accordance with the Company railway safety operating standards and external legislative requirements. Ensure that staff, contractors, consultants and outside bodies comply with the relevant safety management system and company policy, standards and procedures;
  • Comply with the requirements of the Safety Responsibility Statement and must advance the targets detailed in the current Iarnród Éireann Safety Plan and any other corporate or departmental safety initiative;
  • Actively promote a safe culture within the DART Expansion team;
  • Continually improve the safety performance of the DART Expansion team and supply chain.

  • Manage changes to the programme design and delivery in line with an approach agreed across funding stakeholders based on good practice programme governance procedures;
  • Progress value for money, process enhancements, new technologies, project management methodologies, innovations and industry developments across the programme for continuous improvement and to optimise stakeholder benefits;
  • Comply with all regulations, corporate and programme governance frameworks, adhering to all processes including those related to safety, environmental, finance, procurement, legal and corporate affairs;
  • Ensure all programme documentation, activities, processes and systems are compliant with all required standards.
