Introduction
Current legislation, in particular the Safety, Health and Welfare at Work Act 2005 and the Safety, Health and Welfare at Work (Construction) Regulations 2013, imposes statutory duties on promoters of most construction projects, including the duty to appoint a Project Supervisor Design Process (PSDP). This programme is designed to provide those engineers who will be appointed as PSDP to carry out their statutory duties with the necessary understanding and skills to perform these duties correctly. Course will cover all the statutory duties and all the essential competences required of the project supervisor for the design process.
Course aim
The module is directed towards engineers who will fulfill the role of Project Supervisor Design Process (PSDP) in accordance with the Safety, Health and Welfare at Work (Construction) Regulations 2013.

The lectures will be interspersed with short workshops, involving active participation by the course delegates, reinforcing the critical steps for the PSDP in meeting their obligations and generating the key deliverables for the PSDP over a variety of practical construction cases. The course will include an open book written exam.
Who should attend
It is assumed that participants will be chartered engineers who will have experience of or a good understanding of design and construction in one or more of the engineering disciplines applicable to construction projects (e.g. civil, structural, mechanical, electrical). It is strongly recommended that participants should also have completed the “Designing for Safety in Construction” course sponsored jointly by Engineers Ireland and the Association of Consulting Engineers of Ireland.
Exam criteria
An ACEI/Engineers Ireland ‘Certificate of Completion will be presented to the successful candidates.
The pass mark for the written exam will be 60%.
Trainer/course designer profiles
Brendan Mulligan is a Chartered Engineer and a Fellow of Engineers Ireland. His background is in Structural and Civil Engineering Design extending over 35 years, mainly in consulting engineering practice. Since 2006, Brendan has performed the role of Risk and Safety Director for TOBIN Consulting Engineers.
Kevin Rudden is a Registered Consulting Chartered Engineer. He has 18 years experience as a Structural Engineer and is Managing Director of Thomas Garland & Partners. He has acted as The Convenor of the Joint Association of Consulting Engineers of Ireland/Engineers Ireland, Health & Safety Committee for the past 7 years. He has also represented the European Federation of Consulting Engineers Associations on the European Construction Safety Forum for two years.
Michael Moriarty is a Registered Consulting Chartered Engineer. He has 34 years of experience in the planning and design of major structural engineering projects and is a Director of T.J. O'Connor & Associates. He was involved on behalf of the Association of Consulting Engineers of Ireland (ACEI) in the consultations on the Safety, Health & Welfare at Work (Construction) Regulations 2006 and associated Guidelines. He also worked on behalf of the ACEI in the consultations with the GCCC on the conditions of engagement for the new DOF Forms of Contract. He is the President of the ACEI for 2012/2013.
Páid Cassidy is a Fellow of Engineers Ireland and a Registered Consulting Engineer. His background is in civil engineering design, principally in the water services sector. He also is a member of Engineers Ireland Panel of Conciliators. He is a former director of T J O’Connor & Associates, Consulting Engineers and currently is a consultant to that firm.
