Organisation profile

The Health and Safety Authority (HSA) was established under the Safety, Health and Welfare at Work Act 1989, which has since been replaced by the Safety, Health and Welfare at Work Act 2005. The main legislative role under the 2005 Act is the protection of employees and those affected by a work activity from occupational injury and ill health.

The Authority has additional functions under the Chemicals Act 2008 and 2010, and other legislation. In 2014, the Irish National Accreditation Board (INAB) was included under the Authority’s functions.

The Authority reports to the Minister of State for Business, Employment and Retail under delegated authority from the Minister for Enterprise, Trade and Employment.

Training aim

Every working day in Ireland a person is injured in a slip, trip or fall on work stairs or steps. The aim of the Safer Steps and Stairs course is to help raise awareness about safety and accident prevention in this area. Participants will learn about the four elements that should be considered as part of the risk assessment process, known as a holistic approach. They will also learn two simple step checks that can be used to quickly determine any risks around steps and stairs.

Learning objectives

On successful completion of this course participants should be able to:

• identify some of the key hazards associated with steps and stairs
• describe the four holistic elements of safer steps and stairs
• identify the four main types of hazardous steps
• understand organisational and personal responsibility for safety on steps and stairs.

Course outline

The course provides a general overview of steps and stairs, and what you should know when using or maintaining steps and stairs in the workplace.
The course has six parts: 
Part 1: Introduction
Part 2: Risk Assessment
Part 3: A Holistic Approach
Part 4: Improving Steps and Stairs
Part 5: Assessment
Part 6: Summary
The course is free and accessible 24/7 on https://hsalearning.ie. A once-off registration is required to access any of the courses on hsalearning.ie Particpants can download a certificate of completion at the end of the course. Employers and managers can create an online group using a Group Manager facility, and monitor participants' progress.
