Big public infrastructure player Plenary establishes office in Ireland


Independent long-term investor, developer and manager of public infrastructure Plenary Group has expanded its European footprint, opening an office in Dublin.

Long-term employee, executive director Matthew Biviano, has relocated from the company’s Sydney office to head the new office, bringing with him more than 20 years’ experience in the origination and delivery of public-private partnerships (PPPs) and large-scale infrastructure.

Many successful social infrastructure and transport PPPs

A qualified civil engineer and licensed builder, Biviano joined Plenary in 2007 and has led key workstreams across many successful social infrastructure and transport PPPs including Queensland Schools, Single LEAP 1 and Single LEAP 2 housing projects, and Sydney Metro – Western Sydney airport.

He also played a leading role in Plenary’s recent growth activities in property, and geographical growth into Asia, the Middle East and, most recently, New Zealand.

“Ireland’s strong demand for social housing and transport projects, including the Dublin MetroLink, is well aligned with our experience across Asia Pacific, the Middle East and North America, and I am excited for the opportunity to deliver this important public infrastructure for Ireland.”

Strong pipeline of public infrastructure projects

Plenary CEO Paul Crowe said the establishment of a Dublin office demonstrates the company’s commitment to Ireland as it looks to support the delivery of its strong pipeline of public infrastructure projects. “Ireland’s €165bn National Development Plan recognises the need to significantly accelerate infrastructure delivery.

“Successful delivery of the plan’s ambitious projects will require resourcing with the appropriate skillsets. With our strong international experience, Plenary is well place to support the realisation of Ireland’s infrastructure ambitions.”

The office opening follows Plenary’s 2022 establishment of a London office and winning its first UK project in 2024, the Staffordshire University Student Village.

Established in Australia in 2004, Plenary has steadily expanded to now include offices in Ireland, the UK, the UAE, Singapore, North America and Australia.
