Caroline Spillane

Caroline Spillane is Director General of Engineers Ireland. Prior to undertaking this role, Caroline was the Chief Executive Officer at the Medical Council of Ireland. Caroline has held senior roles in organisations including Assistant National Director with the HSE and Chief Executive Officer of the CPA. Caroline is an economics graduate of University College Cork, and also holds an MA from the Dublin Institute of Technology and is a Chartered Director. She is Chair of the National BIM Council (Building Information Modelling) - a national body to support the advancement of digital in the construction sector and is a former Chair of the Construction Industry Council.

John Byrne

John Byrne is Engineers Ireland’s Finance Director.

John has been a member of the Engineers Ireland leadership team with responsibility for the financial affairs of the organisation since 1995 and was appointed to the Director team in 2008.

As head of Finance and Operations, together with his team, John directs the financial management of the organisation including personnel services and benefits and the annual membership subscription fee renewal programme. He also leads the alignment of the ICT and premises development functions to the strategy of the organisation, leads the process improvement programme and oversees the rigorous membership application process.

John is a Certified Management Consultant and Fellow of the Institute of Consulting, a Chartered Manager and Chartered Fellow of the Chartered Management Institute, a Chartered Marketer and Fellow of the Chartered Institute of Marketing and an Associate member of the Chartered Institute of Personnel and Development. He is a member of the Board of Directors of the Institute of Management Consultants and Advisers.

Michelle Hoctor, BA

Michelle Hoctor

Michelle is responsible for leading the development and implementation of Engineers Ireland’s corporate communications, strategic marketing and stakeholder engagement policies and activities. She provides guidance to the organisation on all media relations, public affairs and commercial sponsorship matters. A key focus of her work is to build the profile of the organisation and the voice of the engineering profession and to support the growth and diversity of our membership base.

Michelle was previously Head of Communications in Trócaire, the overseas development agency. She was also a Special Adviser (Press) in three different government departments, including Transport, Social Protection and Arts, Sport and Tourism. She worked in RTÉ on two occasions as Radio Publicist for Radio 1 and 2fm and as Special Events Press Officer and in the Arts Council as their Director of Communications. She holds a BA from University College Dublin and Diplomas in Management (Dublin Institute of Technology) and European Humanities (Open University). She is a member of the Public Relations Institute of Ireland.

She joined Engineers Ireland on 25 April 2016.

Dee Kehoe BA

Dee Kehoe

Dee is CPD Director with Engineers Ireland. Prior to joining Engineers Ireland, Dee was HR Manager of PH McCarthy Consulting Engineers and WYG Ireland. Dee is a HR professional with over 20 years’ experience in the engineering industry in quality management, Learning and Development and Human Resource management roles.

Dee is responsible for leading the CPD team in the development, delivery, continuous improvement and evaluation of quality CPD training and development offerings to members across all disciplines. She manages the CPD Accredited Employer standard and the CPD Employer of the Year Excellence Award. Dee is also responsible for leading a team to deliver the STEPS Programme which encourages primary and post-primary students to explore the world of STEM while also promoting engineering as a career choice.

STEPS works in strategic partnership with SFI Discover on Smart Futures, a collaborative government/industry education programme promoting STEM careers to post-primary students in Ireland.

Dee has a Bachelor of Arts Degree in English and History from University College Dublin, a post-graduate Diploma in Advertising Management and an Accredited Diploma in Executive Coaching.

Caríosa Kelly, MA, MSc

Cariosa Kelly

Caríosa is HR Director with Engineers Ireland. Prior to joining Engineers Ireland she was European Head of Business Training at HSBC Securities Services. She is a Human Resources Development Professional with over 20 years’ experience gained in Learning, CPD and Human Resources Management. Her experience spans a wide range of sectors including Professional Body, International Financial Services, Manufacturing and Hi-Tech Engineering.

As HR Director Caríosa’s role is to devise and implement a HR Strategy to support the delivery of Engineers Ireland’s organisational strategy. Her responsibilities include recruitment, selection, employee development, performance management, reward, employee engagement, employee relations, Health Safety & Wellbeing and retention of the ‘Excellence Through People’ Standard.

Caríosa graduated from Trinity College Dublin with Primary and Master degrees in Science and from Sheffield Hallam University with a Master in Human Resource Development.


Fellow and Chartered Engineer

Damien Owens

Damien Owens, Fellow and Chartered Engineer, is Registrar for Engineers Ireland. His role involves ensuring the academic standard of engineering qualifications and adherence of membership criteria to best international standards, accreditation of Engineering 3rd level programmes and ensuring Engineers Ireland’s governance process supports the organisations strategy.

Damien represents Engineers Ireland in international matters with organisations including EU Directive, FEANI,ENAEE and is Chairman of the Dublin Accord with the International Engineering Alliance. He consults internationally on engineering education and development of engineering competence. Previously as a member of Engineers Ireland Damien has been chairman of the ICT Division, a member of Engineers Ireland’s Executive Committee and was elected to serve on Council.

Damien previously worked as a telecommunications consultant in the telecommunications and IT industry. He has worked in a variety of areas and has extensive expertise in the area of strategic alliances and collaborative ventures. He has been a representative on standardisation bodies in Ireland (ETCI and NSAI) and overseas. He has also managed a consultancy providing specialist advice in the area of new product development.

Damien graduated from Trinity College Dublin with Primary and Master degrees in engineering and a Master in Business Administration from the Open University.

Lisa Vaughan MA

Membership and Business Development Director

Lisa Vaughan

The role of the Membership and Business Development Director, which is an interim position, is to ensure the organisation is best positioned to address, represent and respond to the needs of its members and the industries and institutions with which it works. Lisa is responsible for leading activities that will enhance the commercial position of the organisation principally, though not exclusively, through the delivery of continued membership growth and retention. Lisa has had her own business as a Management Consultant and Executive Coach.

Prior to this, she was Divisional Manager of Start-ups and Scaling Companies in Enterprise Ireland, working with boards, CEOs, senior teams and co-investors on strategies for growth, funding, leadership and organisational development. Lisa chairs the board of Dress for Success, a non-profit organisation assisting people returning to the workforce and is on the board of Bord Iascaigh Mhara. Lisa holds a B.Comm from the National University of Ireland Galway, an MA from Dublin City University and a Diploma in Executive Coaching from University College Dublin.
